The idea of limiting and semi-limiting cards is too hinder and prevent possible OTK's.
Tengu is amazing. and shouldn't be staying at 3. It's better than Destiny Hero - Malicious which
is at 2 and they do roughly the same thing.
One for One opens alot of OTK's and FTK's. Mainly Psychics. It's easily bannable.
