If a control a face-up "Stardust Dragon" and a face-up "Skill Drain", can i activate "Stardust Dragon's" effect to negate an effect that would destroy a card on the field?

Skill Drain only 'negates' effects but does not stop you from activating them hence why you can use Kamon's effect targeting Skill Darin then chain Cunning of the Six Samurai and send Kamon to the grave and Special another Samurai and Kamon's effect resolves.
Therefore Skill Drain will not stop you from activating Stardust's effect so you tribute it and it's effect resolves in the grave.

Thats what I would have thought too... Stardust eff resolves in the grave and Skill Drain can not negate eff that resolve in grave....
IE: Dandylion Tokens, Sangan search, Stardust effect to negate, most of the floaters also get there effect if it resolves after they hit the grave...

You guys nailed it, but you didn't say the exact reason why....
If you answered with what you did in the judge test, you would have failed.
It's because Stardust's effect is a Cost.
To Tribute itself is it's Cost, hence as the effect resolves in the Grave, Skill Drain cannot negate it.

i give you guys a question this is what i learnt from pharaoh's tour ages ago
player 1 has 900 lp and attack cyber dragon with thunder king. both player has honest in hand. player 1 activate honest during damage step.
what is the best thing to do here for player 2?

That all depends on when during the Damage Step Player 1 activates Honest's effect. There are three possible Sub Steps in which he can activate Honest: Sub Step 1: Beginning of the Damage Step; Sub Step 3: Before Damage Calculation;and Sub Step 4: Damage Calculation (Sub Step 2: Flip Face-down Monsters Face Up is irrelevant for obvious reasons).
Now, if Player 1 simply declares that he activates Honest "during the Damage Step" then it is assumed by most people that this is given to mean Sub Step 1: Beginning of the Damage Step. In this case, Player 1's Honest will resolve, gaining Cyber Dragon's 2100 ATK, and Player 2 can then activate his Honest in either of the two remaining possible Sub Steps to gain Thinder King's now boosted ATK and destroy it in battle. Player 2 survives the turn
If Player 1, however, declares specifically that he activates Honest in Sub Step 4: Damage Calculation, Player 2 can chain his Honest's effect, but it will resolve first: his Cyber Dragon will gain Thunder King's normal ATK, and then Player 1's Honest will resolve, gaining the Cyber Dragon's now boosted ATK and destroying it in battle. There is only one possible chain in the Damage Step, so he cannot wait for Player 1's Honest to resolve and then activate his on a new chain. Player 2 is screwed.

Im a judge... well, technically im not as im not old enough, but i passed the test :3
Btw I knew the sd rulling 100%, Jamie went through it 819084184891298 times with me when Andrew was chucking a spaz saying i can't lonefire with skill drain on the field -_-

yeah the online test isnt the real test otherwise i would b soooooooooooo happy
