The ability to use OCG cards also adds another case in which illegal cards should be legal to 1 at least.

They're legal in Traditional.

Traditional is not a registered Konami event.

Hence, it doesn't fall under Konami guidelines and any cards are permittable
by the host of the tournament.

Thats why OCG cards are ok, provided you can explain them..

So, Ab 0 is allowed at 3 because it is not on the banlist.
